What do UK councils require of taxi and private hire vehicles?
Most set an age limit, an emission standard or both, and the mix differs for taxis and private hire vehicles. About half also require drivers to carry out daily roadworthiness checks, and fewer than 1 in 10 make CCTV compulsory.[1]
| Policy | Taxis | Private hire vehicles |
|---|---|---|
| Both an age limit and an emission standard | About 2 in 5 councils | About 3 in 8 |
| Age limit only | About 1 in 4 | About 3 in 10 |
| Emission standard only | About 1 in 5 | About 1 in 5 |
| Neither | About 1 in 8 | About 1 in 7 |

Which UK cities have Clean Air Zones?
In England, Bath, Birmingham, Bradford, Bristol, Portsmouth, Sheffield and Tyneside (Newcastle and Gateshead). You may have to pay to drive in one if your vehicle does not meet its emission standard. London's low and ultra low emission zones and Scotland's low emission zones are checked separately.[2]
What are the rules for London taxis?
London taxis (black cabs) must meet TfL's conditions of fitness for taxi vehicles, which, together with the Knowledge of London, is part of the investment TfL recognises when it sets fares; its cost index counts the cost of zero emission capable taxis among drivers' operating costs. Private hire vehicles in London are licensed by TfL to its own standards.[3]
How many seats can a UK taxi or private hire vehicle have?
Up to 8 passenger seats for taxi and private hire work. A vehicle that can carry 9 or more passengers for hire needs a PSV operator licence.[4]

Each council sets its own; about 2 in 3 councils in England and Wales set an age limit for taxis in 2026. Check your council's vehicle policy for the exact rule.
Do UK taxis have to be electric?
Not nationally. Some councils set emission standards, Clean Air Zones charge vehicles that miss their standard, and London taxis must meet TfL's conditions of fitness; check your own authority's policy.
