Who decides where taxi ranks go?
In England and Wales the district council appoints stands for hackney carriages on public roads, or on private land with the owner's consent, and sets how many taxis each can hold, after notifying the police.[1]
Can a private hire vehicle use a taxi rank?
No. Private hire vehicles can only carry pre-booked passengers, so waiting on a rank for hires is not allowed; ranks are for hackney carriages licensed by that council.[2]
How do rank queues work in dispatch software?
Many dispatch systems model ranks and zones as queues: a driver joins the queue on arrival (plotting) and jobs in the area go to the driver at the front. It keeps work fair and visible to the office.
See zones and dispatch rules.
